    I don’t see how it is so hard for some to understand.

    Firstly, what is the Tanz gov trying to achieve:
    “Tanzania has stated its belief that the ban will cause exporters to process, smelter and refine unprocessed minerals in Tanzania rather than abroad”(1)

    Secondly, what does the ban apply to:
    “The Ministry of Energy and Minerals of Tanzania issued a ban on the export of mineral concentrates“(2)

    Thirdly, is graphite a mineral concentrate (Act Supplement:2017,p.8):
    ““mineral concentrate” means minerals or associated minerals won through the process of direct extraction of minerals from the ore which need further processes to extract metals and bi-products such as:
    (d) minerals in the category of non-metallic minerals-
    (i) graphite; and
    (ii) sulphur and bi- product from
    smelting

    It’s not hard d to interpret. The ban applies to mineral concentrate. Press coverage has primarily focused on gold and copper because it is currently the lions share of Tanz mining exports, but nowhere is it stated that they comprise a definitive list.

    Those wishing to export graphite that requires further refining and processing before use is dreaming.
