Cazz. It is more likely that the English can be split into 2 sentences. There is a ban on mineral concentrates export. There is a ban on metallic raw material export. Graphite is defined as a mineral concentrate. One cannot assume concentrates only refer to metals. The concept of the legislation would be at odds, and if there was any difference in law between metallic and non-metallic concentrate, they would specifically say so. It’s not ideal I agree, but on balance of probabilities it’s far clearer than your way.
