Despite good progress and a suite of positive announcements the market has demonstrated it's reluctance to pay no more than 1c .  Price will continue to remain at this level as long as the manipulator holds control . But the company holds an ace in the form of a trading halt and if  the situation is warranted this will be one of the catalysts to turn the tables and force the market to pay a premium otherwise price will continue to be flat to negative.
