What were you trying to say? I don't fully understand?

Did you mean that in the past other people have contacted the company and have been told the JV is still happening. (and I take it you were told it still is happening?)

Did you mean the delay has been caused by legal wranglings etc, and that they are finding there is more involved in making the contact than first thought?
