Great strategy relies on unity of purpose from all those that seek to implement it.
I see the opposite in the Chinese RE industry: illegals getting shut down but playing whack a mole, main players producing over quota (often disguised as recycling) and most making marginal profits at best. Divided agendas between central and regional authorities too (which may improve now that regions get a slice of the legals tax pie).
