Perhaps your right, I haven't seen any announcement stating that the construction phase is complete, even the June newsletter failed to say that this was so, just a limp dick reference to pipework and electrical installation.
I would think something so important would be announced with some fan fare.
The lack of any information leads me to conclude if something doesn't look right, something doesn't sound right, then something isn't right.
