They explained it pretty well in the Q&A and the subsequent previous announcements.
Could it be that you just will never understand it and it's not your fault. It's probably because your in IT that your not exposed to these type of international agreements.
I would probably suggest contacting the company for a one on one.
Anyway, the main concern is getting these sub agreements across the line in 2 weeks!
