Where ever I walk in Sydney there is always a glass bottle or plastic container littered on the ground. Pick one up, there is another there the next day.
The Cooks river was absolutely riddled with plastic containers.
People are just slack with rubbish. A minority I expect, that could only be reduced by harsh penalties which in Australia wouldn't get past first base.
