I am not surprised the bill failed.
It just didn't fit with the existing legislation, and it would have sent out a strong anti-mining signal, which the State Government does not want to give.
This project is a political football, the government will play it for what its worth.
When the greens submit the next bill it will have a better chance of passing, however I still don't rate its chances highly.
