The Allegiance Ore is unique, not seen anywhere else in the world. It has a fair basic composition making it relatively cheap and easy to extract the Nickel. Infact the recovery rate is much higher than most other nickel producers. So 1-3% Nickel at Avebury is the equivalent to say 10-15% (there abouts) somewhere else. Other mines may have higher percentage Nickel in the ground, but its pretty useless if you can't extract all the Nickel because of the impurities.
