I don't think sending newly arrive immigrants to regional/rural/country areas would cause to many issues, there is a problem in some regional areas filling lower paid jobs and processing/abattoir/ farm jobs not to mention cooking and wait staff .
The migrants that have moved to regional/rural areas to date seem to have been successful moves, it would be much easier to integrate in a small community.
