Every one knows about it, and it's been discussed here before many times.
The company is being really aggressive in its exploration, studies and timeline for eventual production. It's quite possible the company will break ground and ship barite first, as this has already been done at Veovaca where there was a previous mine operating in the 80's. Veovaca already has a JORC resource and will probably be the site of any processing facility due to existing infrastructure.
Local government doesn't grant mining leases (canton/state?). If you read interviews with the local member for Vares, he is very pro ADT as he knows they can't go it alone because they don't posses the expertise and capital.
Bosnia wants admission to the EU which means they can't play funny buggers with international companies, doesn't mean it wont happen. There is precedent with a UK company Mineco already operating a few mines in Bosnia.
Operating in new mining jurisdictions is full of risk - definitely not for those that want a warm fuzzy feeling - and probably the major reason ADT doesn't have a current MC >$200m. But many have came and achieved, look at SYR and I had those guys written off in the beginning for much the same, sovereign risk. If a resource is special it typically gets exploited by an international, just never ask them how.
