I believe about 70% of NBN infrastructure are the old TLS copper wire/ADSL network. I think TLS always has the bandwidth to support the Australian population. The problems as outlined is the wholesale cost price for the ISPs/providers. As its now technically under NBN control, TLS might be managing the infrastructure, but NBN sets the price. Its a bit like your mobile data usage. There is a set limit of data each ISP used. Once it exceeds that limit it gets shaped. This is also the problem you see in many resellers/ISP when they took on too many customers and the data limit is taken up very quickly. resellers are complaining the wholesale price is too high. While consumers are complaining the NBN plan are too low.
