I absolutely agree this is great that DJ has NOW decided to do this. Hip Hip Hurrah! However, starting in the year 2015 (when paper work mostly completed and not much happening, 2016 (when the mining licence was awarded) or 2017 ( price of zinc high and he had nothing better to do) may have been a better to start.
