Most likely scenarios
1 ClC agreement reached, to be ratified by .....
2 offtake agreement or refinery related agreement
3 Mining locence( can't be with out clc agrement)
4 MOU for finance with Germans(can't be without mining licence)

So only 1 and 2 possible
