I would be cautious with concluding that "FAR would have know that it can take up to this long". From my discussions with the company I think that they were working to a timeline where "everything went according to plan" and in litigation / arbitration not "everything goes to plan". As it doesn't in drilling holes for oil.
I was just involved in a matter where the Judge took 1 year and 1 day to hand down a decision. We were expecting 6 to 12 weeks........... But it was worth the wait.
We all just need to have some patience on the arbitration.
