At one time Stellar had overseas backing (South African I Believe) up to 120 Million dollars but since have spent years defining their resource expanding their exploration permits whilst awaiting better Sn prices. I believe they need a JV like Renison.. Stellar would need a CR and a bankable project - Definately a possibility. Generally the JV is the means to GET GOING providing further finance and Expertise (Often lacking). You often need experience outside of the present perameters.
