Seems to me that there is likely to be a certain length of time to build the plant, some time to commission it (spin up and debug/tune the individual sections) and then some time that they will want to run the plant to see its characteristics - how much maintenance downtime is needed, how hard can it be pushed, what are the various control limits...

And then some head scratching and decision making before the final parameters of the commercial plant are determined based on what the demo shows. Plant could be somewhat bigger or smaller depending on what is learned from the demo, certain facilities over provisioned or leaned down.

I think it may be the time gap between the first pellet coming off the demo plant and the point where a final decision on the commercial plant can prudently be made that you are seeing.
