I don't think you could blame shareholders for selling and getting some capital back .
And if management didn't think that would happen after that quarterly then that's of concern in itself.
I agree I reckon PFG are lurking and this capital raise might be an attempt to keep the required ratios intact ( but we don't know because none of the covenants have been advised )
