I am guessing you mean high rise tenants?
I live on the Gold Coast and everywhere you go there are whole villages of one and two story townhouses, duplexes and attached homes. A great many of them are rentals.
There would be no problem finding roofspace in those situations.
I have read that companies are creating solar gardens in available space in cities so that high rise buildings can access solar as well.
