Changes to substantial holdings have to be announced if change is 1% or more in either direction so enough if buyer or seller were already a substantial holder. Could also possibly trigger a ceasing to be a substantial holder notice.
Also could trigger a substantial holder notice if holder already has shares and the 17M puts them over the 5% threshold. Or of course may not be one buyer and then doesn't matter a damn. If it is one buyer we will know next week.
