This is still not feasible or indeed possible. The laterite is an Iron based clay that requires the ore to be leached with acid under high temp and pressure to cause the chemical reaction to release the Ni/Co into solution. To even get to the point you are saying syill requires crushing, scrubbing(milling), screening, thichening, drying just to get to a point where it is powdered clay still only containing 0.9% Ni and 0.1% Co. Just the capex for this would be 120M to 160M just to get powdered clay with unreleased Ni or Co.
The closest to what you are suggesting is a Ferro Nickel low grade plant. Have a look at S32 Cerro Matuso no how they treat their nickel ore.
A sulphide ni concentrator or smelter cannot treat laterite ores.
