Linking the role of the estimator to the failure to track project compliance, budget and reporting to the market is way off mark.
Each business unit within RCR would monthly track project progress to targeted profits. Each Unit is consolidated at the corporate level to track impact to the business overall. Either the Project manager has failed to do accurate reporting, or the Business Unit has hidden overruns, or the Exec has lost control of the project and failed to report until too late.
Exec would have had full visibility of the trend of large projects well before the time to come clean to market decision was made. It happens more often than you may think.
