    You need to distinguish between RuiHua and RuiYou. RuiHua person with CATL link invested in Tantalex. Tantalex don't own the tailings. It's only an agreement. So RuiYou invokes HauYou and CATL. Something has slowed down the venture it appears.... disagreement perhaps??
