They said they will receive questions through until 20 August. This doesn't mean they'll have an answer.
They'll probably start to compile all environmental material as of this date and don't want the public to think they've submitted anything without taking their concerns into consideration.
Always ask the people what they want so you know how to answer, never answer before asking questions - it's just good business..
