You're 100% correct. I nearly got to that, but cut my rant short, lol.
It all goes on committies , administration, and misappropriated as you say.
Years back i was told by a Commonwealth official that a local up here was in the poo for using Aboriginal Funding for private use. I knew the guy concerned and waited..... nothing happened to him.
Then there was that guy in Queensland ( Clarke? ) got away with squillions, reportedly ...... spent $3,000 on his official credit card, even, on a grog up for his mates..... and then faced rape charges. I think he got away with the lot.
Also, the biggest threat to the indigenous sometimes comes from within. I refer there to the sexual abuse of young girls...... elders are not beyond dabbling. I remember a pretty part-aboriginal girl in Perth, who hanged herself, with her jeans pointedly down around her ankles, at one of the communities to pass on her message. That was very sad. She must have been terribly tormented to top herself like that. I think her name was Susan.
