A square kilometre of crop is only useful to the owner of that crop, however a square kilometre of urban area has a huge number of users. Home owners, developers, solar installers, roofers, roads, insurance, businesses and the list goes on. Urban areas provide a greater number of use cases. Once they have mapped the urban areas in all corners of the globe, then look at agriculture. Until then I think it'll be incidental capture of agriculture.
