The 22 Cents Question

I was hoping more experienced MLX holders and watchers may be able to help me out with this question.

On 07/08/2018 Perennial Value Management purchased On-Market 17,639,276 shares, and paid a total of $3,989,002.51 which equals approximately 22 cents per share.

And yet, the lowest price I can see that MLX has fallen to On-Market over the last 3 years is 50 cents.

Can someone please tell me how Perennial were able to buy over 17 million shares On-Market at only 22 cents just a couple of weeks ago ?
