Seems like there's a lot more going on in the background with this DARPA - Lockheed Martin/ResApp WASH program announcement.
This program actually started in May 2017 with proposals due by June 23, 2017.

The main PDF doc has detailed background: https://www.fbo.gov/utils/view?id=795e0f8d17fac93e441d6739a4a0445f
The summary on p6 explains the broad aims of the WASH program - with multiple algorithms developed using a variety of inputs on a smartphone to uncover latent or developing health disorders.
P7, WASH Program to span 48months from kickoff divided into 2 phases.
P11, Table 1- seems like 80% effectiveness and scalability to at least a million users is required for awardees to progress to Phase 2.
P12. Quarterly technical reviews with a start date of Nov1, 2017 to be assumed for budgeting purposes.
As to why ResApp/LM are developing algorithm's? -
P13 "Therefore, it is desired that all noncommercial software (including source code), software documentation, hardware designs and documentation, and technical data generated by the program be provided as deliverables to the Government, with a minimum of Government Purpose Rights (GPR), as lesser rights may adversely impact the lifecycle costs of affected items, components, or processes" and ....
P33 "Proposers should note that the Government does not own the intellectual property of technical data/computer software developed under Government contracts; it acquires the right to use the technical data/computer software. Regardless of the scope of the Government’s rights, performers may freely use their same data/software for their own commercial purposes ..."
So ResApp are potentially making slight variations on their patented tech (and therefore "developing audio signatures and algorithms") so that their commercial opportunity through FDA approval remains unencumbered to this research but they also benefit from any developments to it.
P14. Multiple awards anticipated.
P25. "Cost Proposal: This volume is mandatory and must include all the listed components....Costs traceable between prime and subcontractors.
P26. The proposer is responsible for the compilation and submission of all subcontractor/consultant cost proposals... Proposal submissions will not be considered complete unless the Government has received all subcontractor/consultant cost proposals."
P32 of the PDF
"DARPA will conduct a scientific/technical review of each conforming proposal
Selections may be made at any time during the period of solicitation."
So if the above dates and submission requirements relate to ResApp's Ann, and because they are already working with Lockheed Martin - who's potentially the prime contractor - it would seem like they're someway down the road into the research.
This FAQ doc for the WASH program gives more detail and some interesting points:
https://www.darpa.mil/attachments/WASH FAQ 6-13-17.pdf
"Q76: Do we need FDA approval?
A: No, this is research.
A64: Only passive data collection is in scope.
Q63: Would you consider cell phone data only during awake or 24 hours?
A63: 24 hour period.
Q61: It was implied that preliminary data could give the edge to a proposal, "
(ResApp will be able to use their adult study data already collected)
"Q56: Are sleep disorders of interest for Phase 2?
A56: Other illnesses and diseases may also be addressed within the scope of warfighter readiness.
Q49: Are TA2 performers expected to predict both traumatic brain injury (TBI) and infectious diseases? Would it be ok if they concentrate only on one of these (e.g., predicting TBI vs. no TBI)?
A49: You can concentrate on a single diagnostic issue such as TBI or infectious disease.
Q38: It is my understanding that DARPA is not looking for remote biosensors (e.g., Fitbit). Would the development of a cellphone sensor “attachment” be considered?
A38: No, external attachments will not be considered. "
So seems we're potentially looking at the whole suite of ResApp capabilities being researched and integrated - Acute and Chronic respiratory diseases and Sleep Apnea diagnosis.
Huge validation to be partnering with Lockheed Martin and have potentially been working with them confidentially for over a year. Imagine we'll get an update on any joint Award Contract amount once cleared by the prime contractor/DARPA..
