I agree with your assessment of the SCALE project. Lot of wasted money.

The Turkish involvement in scandium production is via Meta Nikel Kobalt and their Gordes Ni-Co production facility, not the SCALE project.

Their scandium production process is detailed in a World Patent Application WO 2016/209178 A1. Try searching for this on espace.net which is the best place to look for World Patent applications and it is free.

If you want to chase more work from them, an engineer by the name Serif Kaya has put out a few papers in recent years related to scandium recovery from the mineralisation feeding Gordes. If you want references, search for his work. Get on Researchgate.net and many of these papers are available to download.

They would already be making scandium if not for a management buy-out by the Zorlu Group which has disrupted their development. They have recently had a buy-in from a large Chinese company.
