I have current China NdPr price at average RMB323.5Kg (US$47.46Kg) which includes 17% VAT.

NdPr price Ex 17% VAT is around US$41Kg.
Your right though, 41-60 is a 46.34% increase not 49%. Good pick up, you really put me in my place there
