Last AGM time chart included first integrated product 2018. Is this still on target? If not, why as this has been flagged for over 2 years now?

In investor update 24/5/17 we were told 2nd tech would deliver upfronts 300k (now known as standstills). Second part of the same point referenced by mid 2018 2nd stage would be negotiated with further milestones and royalties approx 1m.
Now I know this has not been negotiated yet so,
What is the time frame for this?
Please explain the 1m value (royalties and milestones need to be earnt over a periods)? Is any of this an upfront signature?
