The numbers are astronomical. Phase 1, which will be split into three sub-phases (oddly enough going back to the original PSD plan) will cost about $300 million. They've got what? $20 million cash on hand? (based on the old burn-rate - which will have changed given COZ spin-off).
I think it's safe it's crash or crash through - I think the later is more likely and have put a LOT of money on that bet
