Apperently you mixed up throughput and output...
According to the release:
proposed research pilot plant: 15 kg/h nominal throughput rate
Phase 1 L-Max plant: 7 t/h nominal throughput rate
so capacity scale of the pilot plant is 15/7000 = 0.21% of Phase 1
I think the main goal is to prove scalability of the production of by-products (including their respective purities), as that would materially affect all cost assumptions.
And if all by-products prove to have specifications required by customers, the rocket should be ready to launch. GLTA
