The developers want to keep their money machine and the banks are hoping that nothing effective gets done to end the housing affordability crisis, lest the lovely mortgages blow up on them.

What better strategy than to introduce a scapegoat. Expect to hear lots about the wicked Mr Speculator. There is a lot riding on keeping the public ignorant.
