Excuses, excuses Fab86 - do you realise you're posting a link to your laptop hard drive. They new all of this before they started and this would have formed an integral part of the project cost and schedule. If this is your justification for why MCC was late (thank you for finally admitting that), it just goes to show how poorly the scope was defined by them and the co-owners. This is not explaining the delay Fab, it's displaying poor project execution.

You've missed a crucial piece of the puzzle. The project underestimated the permitting and public participation process for the deep sea tailings disposal process. This caused significant delays - objections, injunctions, etc. Again, they new about this and obviously did not manage the risk correctly.
