At a guess, it would be an injunction preventing gas flaring prior to an objection on some environmental grounds claiming the minister has failed to consider...[insert anything of relevance or irrelevance here]
Such an action could have have been tendered prior to receiving approvals, but why would you do that? Maximum disruption to lodge now, delay and create tension in the minds of all concerned.
Time will tell, but whatever it is, the company needs to expend capital, so a win even in some small scale to a petty mind.
