I think you're mistaken in this case. The govt has been under pressure for being lacking in food safety standards for some time and especially with infant nutrition highlighted by recent events. That's why there is such a huge market for international IF.
The fees the Chinese government raises from these initiatives aren't even a drop in the ocean.
