I am not a lawyer either but, a TH is part of the continuous disclosure obligations and ensuring all market participants have equal information. It's not a mechanism for protecting the share price from fair market forces.
A TH is used to enable a company to resolve a situation where an announcement is needed but can't be made due to incomplete information.
In this case, there was no incomplete information. Not knowing the outcome of Monday's hearing doesn't constitute incomplete information.
