The billionaire is most likely having second thoughts, remember it only happen the day the new Governor was appointed.
The new governor made the announcement on the day of his inauguration on Friday 7th Sept. The new governor didn't muck around, he promised to close down ALL mining and he did on his first day in office.
The billionaire obviously won't be happy, it could also be the end of GMC. There is of course the opportunity to import the raw materials from elsewhere, which I'll bet thats what the new governor will suggest.
