Who wins in the end is 3 and 4 because they understand the anxiety and have thrown a bone to 1 and 2 already in an anxious state, and because 1 and 2 are herd like, they run.

3 and 4 win every time.

I have seen small funds sell shares to cause panic only to buy up twice as much back at a 20% discount. It happens.
