Having been through the process on occasions with greenfield sites I strongly disagree with that assertion. The BFS is focused on the BUSINESS CASE. That is its purpose and it is designed to get the financiers on board and to get the BoD over the line. It does have technical content because without technicals you cannot calculate the ROI and Payback. However it would normally be a Class 2 estim,ate coming within the 10 to 15% of final cost. The next step is the refine and optimise the Business case technicals to create a FINAL Detailed Design to optimise OPEX and CAPEX.
IMHO there is some absolute BS put in HC and it can be very difficult to stay with it for the few gems that come up.
