I was re-reading the report yesterday too, the same thing jumped out at me.
My take on it is- if you strip away the rest of the business (leaving only the network), a potential buyer (ie/ takeover) who already operates in a similar market, with the existing staff to support it would see this as an attractive bolt-on.
