Yes - Whisky. There is some fanciful prose - sometimes bordering on fiction. None the less, for me, I see it as Senegal - people and government - are super keen to push on. So, given lack of amicable settlement + tactics to delay settlement of JV composition and operatorship, I take these snippets as indication that locals want real palpable progress. Yes, the necessary hurdles are being successfully negotiated but I get feeling that if all squabbles were fait a complis, perhaps progress could be faster without need to be constantly watching over shoulder.
