The resources our community put into drug education and treatment are peanuts compared with what they should be.
Hence my desire to see some, or all, the resources ,at present put into the punitive approach with no obvious benefit[in fact it almost certainly does more harm than good], into prevention and treatment.

So, basically I would agree whole-heartedly with what you have said
