novoconstantinovskoye proposal

    I've been thinking about the recent announcement regarding the Novoc. proposal.

    Uran announced the following:

    "Uran has undertaken to prepare a proposal on participation in a consortium to acquire a 50% interest in the large underground Novoconstantinovskoye uranium mine".

    Usually Uran doesnt give too much away in terms of potential projects. But why did they mention this project even though they havent even submitted a proposal yet?

    Also, if we refer to the announcement dated 30/1/07 re Rozna, Uran announced the following:

    "Uran Limited has been invited to submit a proposal by 20 February 2007 to participate in the exploration and possible mining of reserves below the 24th Level, the limit of currently defined reserves.

    Uran Limited advises that there is no certainty that it will be successful in acquiring an interest in Rozna."

    Does anyone notice the difference between the 2 announcements?

    With Rozna, Uran put in a disclaimer...ie "there is no certainty that it will be successful in acquiring an interest in Rozna"...but in the latest announcement, Uran left out the disclaimer.

    I wonder why?

    We need to remember that Uran will be submitting a proposal...not an application. You usually submit a proposal if you have been invited to do so...so I gather from this anouncement that Uran must be confident of a successful outcome.
