I would be very surprised if the RS is with ELK ATM as the receipt of this document would be a critical event that would need to be reported and giveen the proce sensivity that this will result in means that they would have to announce a trading halt.

To have the report ATM and not say anything would be remise of ELK management

Given RS in US, i expect the report sent US day time and received after close. This will give a trading halt before morning open.
