Its not waste. Lynas has proven the residues can be recycled. What Lynas requires is approval to manufacture condisoil. The company has made the appropriate applications to the relevant authorities and is waiting for a decision.

If they want to be difficult they can refuse Lynas application to manufacture condisoil which means the NUF residue will need to be disposed of at a land fill site or if allowed used as infill for all the illegal bauxite mines. The WLP residue will need to be stored in a PDF or shipped out of the country. Because Lynas has proven the WLP can be recycled they would have no issues importing it into Australia, although costs could be prohibitive.

No logical reason why condisoil should not be approved. If they don't want it sold in Malaysia I am sure the would have no issue selling it to companies in neighbouring countries.
