I'm inclined to agree with the Bloomberg analysis.
New oil discoveries will be met with open arms and I'd expect the big global E&P majors to be all over any non OPEC country (read FAR) that has huge oil discoveries just waiting to be bought to market post 2020. Gambia and Senegal spring to mind immediately.
