rudds childcare centres

Reading about Rudds plans i was initially a tad concerned but the following comment seems quite positive for ABS i believe. Whats everyones opinion?

Mr Rudd yesterday announced his top priority at the 2020 summit was one-stop shops for parents of young children; incorporating baby clinics, long day care and playgroups, pre-school and other family services, all in a single location with universal, subsidised access.

Barbara Romeril from the Community Childcare Association has serious concerns about Mr Rudd's comment that some or all of the services offered in the centres could be supplied by the private sector and would be subject to competition between providers, helping to drive quality up and prices down.
